A licence is not a row in a spreadsheet.
Its name may change. Its geometry can be varied. Interests can be transferred, diluted, carried, pledged or subject to state participation. Operatorship can move without the underlying interest moving with it.
Locus keeps the identity of the governing instrument intact while recording each of those changes against the evidence that supports it.

Architecture
The interest chain is held as more than a shareholder list.
Registered holder, participating interests, operatorship, carried interests, back-in rights, control, charges, pledges and competing claims remain distinct.
The current position is designed to keep its history.
Renewals, extensions, variations, approvals, relinquishments, transfers and regulatory decisions are maintained as events, not overwritten by the latest state.
The source is designed to travel with the statement.
Every entry retains its named source and source tier wherever it appears, allowing conclusions to be checked and reused in institutional papers.
